In the case of the bicycle industry, the Ministry of Commerce and its departments at lower levels had the responsibilities and obligations for marketing all the products produced by this industry, whatever the quantity, the quality or the price. On the other hand, the bicycle factories had no power to sell their products to anybody but the state commercial departments.

Thus now there are four organisations involved in management in an enterprise: the Party committee, the group of managers, the trade union, and the workers' congress. Considering the administration and management in the enterprise, questions arise as to what kind of power, and how much, should be assigned to each of them and what the relationship between them 24 Enterprise Reforms in a Centrally Planned Economy should be.
